Adult Protective Services

The doorway through which many of the services can be acquired begins with an in-home assessment. The assessment qualifies the senior access to home-delivered meals, simple home maintenance, light housekeeping, caregiver assistance, and other possible resources. The comprehensive assessment evaluates factors contributing to the quality of life and ability to live independently in the community. 

What is Adult Protective Services?

The Illinois Department on Aging’s Adult Protective Services Program investigates & intervenes in allegations of abuse, neglect & exploitation of vulnerable adults within the community. The Adult Protective Services Program aims to help vulnerable adults with navigating abusive situations that they may encounter. The Adult Protective Services Program will provide resources to help mitigate risk of vulnerable adults that meet the criteria of the program. 

What the Adult Protective Services Program is not…

  • The Adult Protective Services Program also cannot assist with investigating allegations of abuse within facilities such as skilled nursing facilities.
  • The Adult Protective Services Program does not investigate scams or international exploitation instances.

What process follows after report is made?

  • A caseworker is assigned to the case to investigate the allegations.
  • The investigation process is client directed, which means the client has the right to choose whether or not to proceed with caseworker’s involvement; 
  • If appropriate, interventions & resources are utilized to mitigate the risk of future abuse, neglect, and exploitation.
  • If appropriate, the caseworker continues to monitor the case to ensure that the interventions & resources provided are sufficient & working as designed.

Adult Protective Services Guidelines and Qualifications

  • Disabled adults 18-59 & seniors 60 years of age or older
  • Residing in the Community 
  • Abuse allegations have occurred within the last 12 months
  • Alleged abuser must be a known person with continued access to the alleged victim
  • In cases of Self-Neglect reports, no known alleged abuser must be provided

What needs to be provided at the time of reporting?

  • Alleged victim’s demographics – name, date of birth, address, etc.
  • Alleged abuser’s demographics – name, age estimate, address, etc.
  • Other pertinent information – current location of alleged victim and alleged abuser, dangerous environment (weapons, animals, etc.), any other individuals who may have information regarding the allegations.
